Researchers evaluated the Adult and Community Learning Fund (launched in 1998 to expand the provision of, and increase adults access to, local community-based learning opportunities). They found that the most successful method for marketing the programmes is word of mouth, and that the credibility of the marketing message is strengthened where learners join programme staff in outreach work in the community.
